National Key Research and Development Program "Construction Quality Control Technology Based on Digital Twin" Led by Professor Li Qiming from School of Civil Engineering Successfully Launched with Implementation Plan Demonstration Meeting

On February 22, 2024, the launch and implementation plan demonstration meeting of the 14th Five-Year Plan National Key Research and Development Program Construction Quality Control Technology Based on Digital Twin, undertaken by Southeast University as the leading unit, was successfully held in Nanjing. The meeting was conducted in a combination of online and offline formats.

The project expert group consisted of Academician Ding Lieyun from Huazhong University of Science and Technology (project tracking expert), Chief Expert Gong Jian from Shanghai Construction Group Co., Ltd. (project tracking expert), Chief Expert Ye Haowen from China State Construction Engineering Corporation, Chief Expert Li Yungui from China State Construction Engineering Corporation, Professor Fang Dongping, Dean of the School of Civil Engineering and Hydraulic Engineering at Tsinghua University, Professor Wang Guangbin, Dean of the Institute of Innovative Development of Construction Industry at Tongji University, and Chief Engineer Han Shushan from Zhongyifeng Construction Group Co., Ltd. Yao Na, Project Manager of the Strategic Department of the China 21st Century Agenda Management Center, Ming Gang, Director of the Research and Development Department of the Standards and Quotas Department of the Ministry of Housing and Urban-Rural Development, Qu Yunyong, Second-level Director of the Engineering Quality Supervision Division of the Engineering Quality and Safety Supervision Department of the Ministry of Housing and Urban-Rural Development, Vice President of Southeast University Sun Litao, Deputy Director of the High-tech Office of the Research Institute of Southeast University Yan Changzhi, Dean of the School of Civil Engineering of Southeast University Guo Tong, Associate Dean of the School of Civil Engineering of Southeast University Zhang Jian, Associate Dean of the School of Civil Engineering of Southeast University Li Dezhi, and Director of the Department of Construction and Real Estate of the School of Civil Engineering of Southeast University Yuan Jingfeng, and more than 60 people including the project leader Professor Li Qiming from Southeast University and project leaders and core members attended the meeting. The project launch meeting and implementation plan demonstration meeting were chaired by Associate Dean Zhang Jian of the School of Civil Engineering of Southeast University and Chief Expert Gong Jian of Shanghai Construction Group Co., Ltd., respectively.

Sun Litao, Vice President of Southeast University, delivered a speech on behalf of the leading unit of the project, expressing gratitude to the attending leaders and experts for their long-term support to the project team, as well as their concern and assistance to the scientific and technological work of Southeast University. He introduced the solid research foundation of the university in the relevant research fields of the project and promised to organize the project work well to ensure the smooth implementation of the project. Following that, Ming Gang, Director of the Standards and Quotas Department of the Ministry of Housing and Urban-Rural Development, Qu Yunyong, Director of the Engineering Quality and Safety Supervision Department of the Ministry of Housing and Urban-Rural Development, and Yao Na, Project Manager of the China 21st Century Agenda Management Center, respectively delivered speeches, focusing on the management requirements of the key special topics and elaborating on the precautions in the implementation process of the project. They emphasized that the project should provide key technical support for major demands in engineering construction. Subsequently, Sun Litao, Vice President of Southeast University, and Guo Tong, Dean of the School of Civil Engineering of Southeast University, presented letters of appointment to the project consultant experts on behalf of Southeast University.

Professor Li Qiming, the project leader, provided a detailed report on the implementation plan of the project, focusing on the project background and research status, research objectives and technical routes, task decomposition and research work, key milestones and implementation plans, management structure and management system, expected results, and assessment methods. Following that, Professor Wang Qian from Southeast University, Deputy Chief Engineer Fang Hongwei from China Railway Construction Group Co., Ltd., Director Huang Xuanming from the Testing Center of the Institute of Construction Research Institute, Director Li Hongbing from the Reinforcement Technology and Standard Research Institute of Sichuan Provincial Architectural Science Research Institute Co., Ltd., and General Manager Zhou Zilu from the Science and Technology Department of China Construction Fourth Engineering Bureau reported on the implementation plans of their respective topics.

Meeting venue

The attending experts attentively reviewed the project implementation plan and acknowledged that the project addresses the national strategic development needs. They noted that the application of digital twin technology in construction quality control aligns with the direction of transformation and upgrading of China's construction industry. The topic is considered innovative, forward-looking, and practical. The experts highly praised the project implementation plan and provided constructive suggestions and recommendations regarding its specific content. Academician Ding Lieyun emphasized the need to focus on problem-solving, particularly addressing quality issues that affect the housing experience of ordinary citizens. Ye Haowen suggested strengthening research on comparing digital twin models with physical building data benchmarks and standards. He also emphasized the importance of integrating new technologies and methods into digital services. Professor Fang Dongping proposed paying attention to and learning from international advanced construction quality control technologies and concepts during the project period. Han Shushan suggested enhancing response to the national strategy of intelligent construction and new architectural industrialization, ensuring that existing construction quality management norms are considered alongside the application of digital twin technology. Li Yungui emphasized the importance of clarifying data scale and standards and the necessity of addressing industry focus issues. Professor Wang Guangbin recommended incorporating Internet of Things technology into the process of establishing digital twin interactive environments, while also emphasizing the importance of data security and privacy protection. Gong Jian stressed the need to consider practical approaches to construction quality in on-site practices, focusing on construction quality issues based on the completion acceptance data of typical projects. After discussion among the expert group, they formed an evaluation opinion, agreeing that the project objectives and division of labor are clear, the implementation plan is feasible, the technical route and schedule arrangement are reasonable, and unanimously approved the implementation plan demonstration.
